It means literally ‘rebuilding, reconstruction, reform’, and is a compound formed from pere- ‘re-’ and stroika ‘building, construction’. In the context of Gorbachev’s sweeping changes, it denotes a ‘sweeping restructuring of Soviet society, industry, etc’.
